A user permission level where the user can submit events, but not publish them, and not be able to create new tags and categories.

This feature would be useful for large organizations with multiple staff contributing events, but where one person can act as a gatekeeper to provide quality control. 

Currently, with the submitted events feature, the events are imported from the user's own calendar, and you cannot edit those events. When adding the person as a user in the hosted calendar, they can publish events and change the tags and categories, resulting in an eventual big mess.
